1. No one will be killed BY the Travelling weave except accidentally if he / she's unlucky or stupid enough to walk into an opening Gateway. That's what the Oath is about.
2. The main idea of the Seanchan is to LEASH the AS, not to kill them. BTW, why were the Salidar AS able to weave a Gateway to Tar Valon to send their ARMY through? According to your reasoning, this shouldn't have been possible either.
I disagree, it's all about intent, and in the case of Elaida, all she has to do is believe that by showing them the weave she will cause deaths. That would suffice for it to be 'used as a weapon'.
Elaida made herself believe many things true or untrue, as did all Aes Sedai, but especially her. I can't believe that she wouldn't expect that her weave could directly cause death. We JUST saw that I think the Aes Sedai with Perrin refused to even cause an earth tremor near the WHITECLOAKS, because it MIGHT possibly do something which MIGHT cause their deaths.
It's all about what they convince themselves that their weaves will accomplish, and hence Elaida should know from her treatment by the Seanchan and her carefulness in hiding Travelling, what the Seanchan will do with her weave, Period.
