I think the gap between Moiraine and Cadsuane isn't enormous. Several Aes Sedai levels, but not too big.


Given that Merana also says that Elayne doesn't exceed Cadsuane by much, this only points again to the fact that the distance between an average Aes Sedai and Elayne isn't nearly as great as you represent.

Cadsuane's still pretty strong, though.
