Seanchan is constantly plagued with civil war. The most recent is just bigger because there's more of a power vacuum.

Constant uprisings and rebellions aren't really that surprising when you consider that the Seanchan Empire is more than three times larger than all of the nations of the Westlands combined. In an empire that vast, someone is bound to be causing trouble somewhere. The remarkable thing to me is that they always overcome such obstacles.

Contrast that with much smaller nations like Altara or Murandy which are also nearly always in a state of civil unrest.
