Seanchan is in utter ruin because the empire is so precariously ruled. It's a horrible totalitarian government that makes the Westland nations look positively benevolent by comparison.
The wetlands (I will not use "Westlands" until the books do, ESPECIALY when distinguishing that region from a place even further west) are little better. Set aside the channelers and you have all sorts of injustices and social stratification. Except for when the main characters step in, nobles pretty much run roughshod over commoners anyway, though in Seanchan, we see that even the slaves have legal protection against abuse.
