My question is why attack the Seanchan? and why now? and who issued the marching orders?
It wouldn't surprise me if it was Semirhage. Remember none of the Forsaken know Tuon is with Mat - or even alive. Semirhage has wiped out the royal family back in Seanchan causing chaos there, ensuring no re-inforcements to where the main battle will take place (Randland).
Take out Ebou Dar and Suroth/Galgan (or if Semirhage hadn't been captured Suroth probably would have conveniently been on a Raken to elsewhere) and either Suroth is in command of a group in enough chaos for her to get away with anything or you have Suroth dead and the minor Seanchan nobility left in Amadicia, Tarabon, near the Illian border, the Sea Folk Isles etc. would likely be at each other throats ala the Seanchan mainland. Chaos - just what the DO ordered.
