I think it may have been all Jordan...with Sanderson doing some touch ups. I think this was more barebones and seemed like a rough draft that was preserved then expanded on because Jordan wrote it. If any PoV was mostly written by Sanderson it would be Graendal. However there was some new info there, blightstrain crops, that make me wonder also.
