All of the women in Rand's party seem impossible - Cadsuane, Nynaeve, and Min. Unless one of the sul'dam was a Darkfriend? Seems unlikely, considering what Suroth said about them being rare. But she was on the lookout before the 'truce' meeting.

Another option is that someone was spying on the scene from a distance, one of the people in Rand's party that was ordered to hide a short distance away. In that case, Elza was there.
