Traveling until after they arrived in Caemlyn and Cairhien. The clearly had orders to secure the land before they left for these cities as both groups negotiated for the land. Later Zaida was able to get Traveling because of the BotW deal. Clearly the SF were looking for Trade enclaves inside of the two most powerful nations with no Seaports.


Zaida negotiated for a square mile of Andor with Elayne, it was part of the bargain she made with her to leave her Windfinders.

Harine also secured land, it had nothing to do with Zaida's plans.
They're bitter rivals, remember.







They didn't know anything about Traveling when these negotiations came up. They were far more likely ordered to secure land ,as part of their Bargains, by Nesta and the First 12 before they left the Ships. Zaida's Bargain was better recieved because she ALSO secured Traveling which opened up a world of new possibilities. Harine's on te other hand was a poor Bargain as she gave up far too much to get the land.

There is nothing to indicate that they secured the land specifically for Traveling.
