They had no problem finding the learners, of course, for the same reason they had no problem finding the sparkers: their society is organized enough that they can't miss anyone. They have Wise Ones who can channel assigned to nearly every hold, and always hundreds in every clan. But not every learner became a Wise One or even asked to be tested. There is more detail in the notes, so hopefully that will be in the Encyclopedia.

So that's the happy middle point between what Dom was saying and what the books said. They do find learners, but not all become, or choose to become, Wise Ones. And some must not return from Rhuidean either.

However, I would expect these populations to be random, ie. not affecting the curve in any way. As many strong learners as week may refuse, since Wise Ones are unlikely to pressure someone simply because they're strong.
