Meaning she doesn't need her status as a powerful Aes Sedai to gain authority, she has authority due to her royal birth already.

But I doubt its her. For one, Terez said that the Aes Sedai in question is in the Vandene/Adeleas age range, which Kiruna definitely is not. For another, we've seen her on screen several times, even among Wise Ones, who have no reason to not point out that the woman hasn't reached her potential.
