They purposefully concealed their strength/talent so the Aes Sedai would think that Sea Folk channelers were rare, and not investigate them.

They sent weak women, and only few of them, to conceal the existence of the Windfinders, but no one but the Forsaken know how to disguise strength/potential.

The sister who has not realized her full potential is not hiding it, but a great deal of Aes Sedai would not know this detail about her.

If it's one of the SF Aes Sedai, you'll need to find another explanation
