The OP system has self-admittedly been altered at various stages, and we don't know when. The lists were expanded, and altered by the author so we don't know when to apply evidence and when it applies to new or old systems.

It's like this is why RJ made angreal so powerful, so as to not have amplified channelers anywhere in the region of his list, so as to not cause quote conflicts. That's why Elayne's "not very strong" angreal makes her twice as strong as Nynaeve.

Even if someone was willing to take on this challenge, it seems that a lot of our data is changing on a daily basis. Moiraine was 'rock bottom' and only a few days later she had as many as 3 levels below her. It's like catching smoke and not work the endeavor.

It also proves the impossibility of all this bell curve nonsense, except in the most general of terms. Trying to apply the curve academically to a middle section that was 21 levels but was suddenly expanded to 33, and that's with many levels above and below. At best someone can work out the levels from 1 to ?40, but actual percentage numbers are completely out of the question now.
