Ishamael has hurt the Shadow more than any of the main protagonists of the Light have.
Even in the War of Power, he was more concerned about turning Lews Therin than killing him. When Rand was born he had direct access to him on countless occasions but tried to taunt and convert him, rather than kill him. This applies to all of the ta'veren.
He injured Moiraine instead of killing her, and she became one of Rand's most valuable advisors, and the reason Lanfear failed against Rand.
Even since his rebirth he has forbidden his Forsaken to kill Rand, and he actively rescued Rand against Sammael. He didn't even fight at the Cleansing, and told the Forsaken to kill Rand only if they really have to.
His desire to have the Dragon as his puppet and subordinate has been the biggest detriment to the Shadow since the War of Power.
