He didn't jump to Semirhage who was balefired, but right onto Graendal. Very suspicious.
You might be correct. I hadn't noticed that. However, it also states that Brandon had heard the theory before so perhaps he just assumed that it was the same theory. In reality, I did the math above and the strain on the pattern if Graendal (and all of the other inhabitants) would be devastating to the Pattern if they could go that far back.
