The stakes are escalating. Egwene was in a position where it was her responsibility to make a hard decision. She took that opportunity and made her decision.

In many ways, the casualties at the White Tower were far smaller than the casualties Mat, Perrin, Rand or Elayne had been personally responsible for as leaders, and given the control over a mind that an a'dam gives, I think she made the right call.
