We can safely assume that Demandred was behind Dragonsworn and Masema in the first place. Then, why not Demandred who commanded to kill Perrin to Masema?
Lanfear always believed that she and Rand should be worshipped as gods. When Rand fought above Falme she was present in that last scene, and Masema turned crazy shortly after that. We also know from Semirhage that Lanfear likes to interfere and cause devastation. It's likely that Lanfear was trying to create the 'army' that would worship Rand when she and he ruled the world together. Either worship the Lord Dragon or die, as Masema said.
Graendal said that Cyndane was in the south causing trouble and recruiting for the Final Battle. Around this time, the Dragon Reborn appeared to Masema as a godly light which is a perversion of Rand that Cyndane both loved and hated. We also know from Graendal that Cyndane was trying to get the ta'veren killed, so it's likely she went after Perrin through Masema, as Moridin commanded.
