At least I don't remember any hint for this idea.

Still, it makes sense that Cadsuane & Co. tried to break Semirhage, after she became their prisoner. You seem to be right, though, that it wasn't really necessary for the plot that the breaking of Semirhage was successful, except to show how legendary Cadsuane is and how human the Forsaken. Maybe it shall also subtly explain why certain characters behave like they did (e.g. that Semirhage was such eager to torture Rand, etc. ).
