I think it's rather likely that the DO really wanted to capture Rand at this point, as SH (and before him, Moridin) ordered it. What happened then, namely Semirhage forcing Rand to kill Min & Rand using the TP via the link to Moridin, wasn't predictable, IMO.

But even if the DO truly just wanted Rand to use the TP, he certainly didn't care if Semirhage was broken or not.
