It was just a possibility so it doesn't really affect my opinion, but considering the lack of relevant information transmitted through the main characters via T'A'R, I wouldn't be surprised if this was something the Shadow knew but the Lightsiders didn't think important.
Why would Sulin know? Morgase never told anyone what her prior role and title was, so I don't see how the Wise Ones would get this relevant information. As far as all the Shaido were concerned, she was just another prisoner.

Sulin certainly learned about Tam, when she was with Perrin. After all, Tam became Perrin's First Captain in KoD.
