BS's quotes suggest that there were only SH and Elza involved:

We don't know how, but apparently SH gave Elza this knowledge, when she was made into his tool.
SH can't channel the One Power - further, he can't channel saidar. Thus he wouldn't be in a position to pass on any weaves from the Age of Legends. We didn't see any other Black Ajah members around, so it seems she was the only one available.
Graendal might have been ordered to show Elza these weaves, but allowed to return to her palace since she had other important plots going on. Similar to how Semirhage was tasked with torturing and questioning an Aes Sedai named Cabriana Mecandes, so that Aran'gar would have a cover story, and then returned to Seanchan for her own mission.
