I'd say it's easier to explain that a channeler taught Elza a few tricks (maybe in TAR where she couldn't remove the Compulsion) ... than have some convoluted new SH power...
We know the Shadow can muck around with its minions' minds - look at what was done to Fain, for example. I'd say that was much more complex than what I suggested was done to Elza.
As for your TAR idea to explain why the Compulsion wasn't removed ... I could buy that. If that were the case, though, then it seems more likely that it would have been Cyndane or Moggy who taught the weaves, rather than Graendal. Presumably, SH could have rounded up one of Moridin's pets more quickly than Graendal. And even if it was Graendal, I wouldn't consider that as direct involvement in what happened to Semirhage. This idea is more of an incidental involvement - the weave-teacher (Graendal or whoever) likely had no idea (and wouldn't have been told) what was being planned for Semirhage, even if she knew that Elza was in the same camp as Semirhage.
