Actually if you watch very carefully it's the SAME outfit sans the hat and mask.
Mmmnot when he buys the New Frontiersman on page 3 of Chapter III.
It is an entirely different jacket, and a different pair of trousers. And outside the funeral he has a shorter jacket, and different trousers as well (when he is Rorschach, his trousers are stripey).
Now I have to go and check!
(I recall it being the same, but I shall bow to your more recent knowledge. Perhaps my memory is simply faulty.)
I have a slight obsession when it comes to Rorschach. It is a little strange. He is politically waaaaaaaay off on the right. But I love him.
