Based on my understanding of the Free Exercise clause of the Constitution, as well as the Civil Rights Act of 1964 and other civil rights laws, it IS permissible for a church to exclude on the basis of race. If the church ran a soup kitchen that received state or Federal funding, they couldn't deny people coming into the soup kitchen on the basis of race, but if they are privately funded they could do so even then.
I'm not a Constitutional Law expert so I would need to review that, but I'm fairly certain you can have a church that legally excludes on the basis of race.
