I can't help but imagine that there is a measurable cost difference between a scan and an equally thorough pat down, I would think that just adding the cost difference to the tickets would be easiest, or jack all the tickets up for the adjusted cost and hand those who go through the scanners a coupon for a 'free drink or headphones' or some such thing. We're a consumer society, might as well avoid the bitching and concerns by letting people vote with their wallets, if someone really feels their privacy/health is being horribly violated by the scanners then let them pay the difference and we can avoid all the complaints. We hardly pay TSA guys min wage but its still not like a pat down takes that long, and its hard for people to summon righteous fury at privacy invasion when its 'Or pay an extra $1 for pat down'
