Elections matter and the country elected a republican House. The House has the athurity to right budgets and they have done so. If Obama is willing toshut the governement down to save his unpopular program that is on him. Just because the left lacked the balls to use similar methods to lose the Iraq doesn't mean that congress no longer gets to set the budget.
