That power is fundamental check on executive power and either chamber has the power to exercise it. To call do so an act of terrorism it ludicrous regardless of the level of media support. This is how the system is designed to work. If Obama cannot negotiate to get funding for what he wants then he doesn't get what he wants even if a previous congress voted for it.
