There isn't a beginning like you make it out to be. It's a chicken and egg argument. One does something, the other reacts, the other reacts to that, ad infinitum. The best thing for all third parties (USA, EU, etc) to do is remove themselves from enabling the evil on both sides and try their best to negotiate peace.
