The government (using my money) is going to pay a section of the population money (either one time or over time) to not loot, steal, destroy property, and set up "autonomous" zones? Is that what we're talking about here?
That as opposed to funding people to enforce the law, we take that money and fund people who do not follow the law, because it was once used against them? How far back can/does one go? Jim Crow laws were invalidated decades ago. Is there another codified example of racial discrimination that I'm unaware of?

is always calling for HR40 which is a bill to study the issue and to study how things did not end in 1865 but specifically to dismantle all the Jim Crow stuff that happened till the 1960s and still is happening now.

To study and identify problems and then later legislation would be to actually solve those problems. And those solve problems will most likely be color blind such as both the first article, but also the 2016 reminder talks about.
To move and to change, we must first observe. If we do not observe first we must take articles of faith which may be correct or may not be correct that we got rid of the problem. Notice how this is not a unique American problem, notice how Coates compares not just America across time, but also compares places over space (not just time) such as the Germany after WW2 example.
Read the whole "The Case for Reparations" essay I linked for Jim Crow did not end in the 1960s, legacy is a long ass thing.
