Trump has become a cartoon character, a buffoon who's positive accomplishments occur by accident. Granted, stereotypes come into existence for a reason and he has provided plenty of them. But I know people who have met him personally, both before and since becoming President, who claim that he's nothing like how he is portrayed. Does that mean such portrayals are wrong? No, just one-sided.
As to the subject of this OP, I believe both extreme views are possible - he could very well be capable of writing the proclamation himself and it could also be something he signed off on without looking at it. Or anything in between.
It's ironic that in a world that wants absolutes to become more shades of gray that truly subjective values become more black and white.
