That's not clear at all. The demarcation could well be a continuation of the phenomenon that Beonin noticed in KoD... men were scarce in the Rebel camp so as to keep out male channelers. Halima's escape would only have made things worse.
If the Rebels had bonded the men, they'd keep them close so they could be used to detect unwanted male channeling.

Let me rephrase, she'll at the very least be forced to flee.
