I agree that it is from the age of legends because Rand reflects on it's age, and no sword with cloth wrappings on the hilt could survive that long unless it was created with the power.
If it is not Justice than it is at least a ter/an/sa'angreal of some sort. Other wise Rand wouldn't think:
