I think there is some confusion on Sidious' part about the importance and meaning of the 21 tiered ranking. That seems to be the main source of the argument.

IMHO It is a perfectly valid way of looking at a subset and track where everyone stands in a relative strength comparison, but it by no means was meant to symbolize the entire bell curve.
