Personally I think the DO simply took advantage of the situation and sacrificed Semirhage when he realized he had an opportunity to get Rand addicted to the TP. As the quote in the original post points out the goal was to capture and TURN your opponents piece, sacrificing your own pieces in order to achieve it.

in order to get addicted, he had to use the tp multiple times at least. one time is not enough to grow dependent on any substance. that means the do will have to sacrifice the rest of his forsaken basically
