An omniscient narrator should do ONLY narration, no commenting, editorializing or any other 3rd party stuff.
Technically, the narrator isn't omniscient in each individual scene - while throughout the book, we can see into everyone's thoughts, each scene is written in third-person limited. I see why you'd have a problem with the writing, though and I agree that it'd be a case of bad writing, but only in the sense that it confuses the reader. I can't believe that this wouldn't be from Rand's POV; I can't imagine any competent writer would use that kind of commentary unless it's specifically in the style of the novel to do so, and BS is definitely more competent than that.
