It's possible that whoever gave Rand the sword just fancied it up and personalized it with some paint before giving it to him, and the paint was not a part of the original.

It's possible I suppose, but even today with the solvents and paint technology we have it's hard to get something to look even antique, much less "centuries old".

It never specifies the scabbard; I think the "centuries old" bit refers to the sword in particular.
