Souls are eternal (dixit RJ) - which is a strong argument for there being a finite amount of them made at the moment of creation (souls don't die, so there's no need for replacements), and you have to "borrow" an existing soul to create a lifeform,
There's also the fact Creation is a finite system, and so is the Creator-OP. The Creator also remains uninvolved. "Hero" Souls are chosen by the Wheel among the pool, not custom made to purpose.
These are not final evidence, but most likely yes, the number of souls is finite and no new ones are added. A much stronger point can be made for that, and not much for the opposite from the facts in the story.

If that were true than the population of Earth would never be able to match the population of the first 2nd age eons ago. And in fact whenever an attempt by the Dark One to escape was a little worse than usual and more souls were corrupted into the Shadowspawn of that age the pool of pure souls would lessen. The Dark One would be fated to eventually win soley through attrition. That doesn't even factor in souls devoured by Mashadar and other non-Dark One related evils.
Simply put, the soul pool must have a mechanism for replenishing these losses, or there must be some sort of mechanism to eventual over ages cleanse the souls of those twisted into Shadowspawn.
Why do you think that a soul would be lost forever just because it was twisted into a trolloc or fade? The way it seems to me is that once the soul dies it returns to the pool and could be born as a regular human. Sames goes for Mashadar trapped souls, eventually mashadar will be destroyed and the souls wold be returned, if it even has the power to trap souls.
The way I see it, Lanfear's soul is not destined to be reborn evil every second age, in fact only the souls used by the wheels agents (the horn for example) are destined to be born in that way. They are only born that way when the patten needs to correct the pattern a bit.
