A Darkfriend can openly slaughter innocents and only get a disgusted reaction from other Whitecloaks. An Aes Sedai who attempts a hundredth of that will be stilled and executed without a doubt. Which is why the BA has to be so secret.

Both are organizations that can do a lot of harm, but the Aes Sedai have more checks and balances on their power than do the Whitecloaks.
