They turned the lights off because they were providing the shadow for Shadar Haran to travel in. Their instructions were probably to summon him should Graendal not accept their proclamation that Moridin was the Nae'blis.
After that they just stood there. Cyndane was not holding the Power. Moghedien was holding saidar because she had just turned the lights off, and after she was struck by Compulsion she let go.
Well that's how I read the chapter, anyway. Logically, they would be able to get off their attacks just as fast as Graendal if they wanted to. Moghedien would be an idiot to fight in the dark, because even Graendal channeled a ball of light as her first defense. I think it would be a very close duel if Cyndane and Graendal fought, but I don't think she could defeat both Moghedien and Cyndane. I don't think any Forsaken could defeat two of the others.
I'll have to re-read that chapter, but I remember both Moggy and Cyndane holding the power when Graedal compels them.
