If we followed your logic, Aes Sedai couldn't teach the power to Novices or Accepted because they might kill people with it.

The Oath specifically states that the swearer will not use the OP as a weapon. It says nothing about enabling others to use it as one.


along with making earthquakes etc... they can clearly teach destructive weaves, it's the use that's restricted by the oaths.
