Semirhage was ordered to try to capture Rand. She sent the 100K trollocs to try to kill off some of Rand's party before she met with him.

Semirhage also sent the trollocs that attacked Tylee Khirgan. Before Semirhage got captured there was one thing that threatened her and that was Tuon showing up. Semirhage wanted Tuon dead and so she brought trollocs into Ebou Dar to attack any Seanchan attempting to return to Ebou Dar. Trollocs are not smart enough to know the difference between Tylee Khirgan and Tuon. None of the other Chosen had motive to send trollocs into Ebou Dar except Semirhage. She wanted Tuon dead and she sent them.


And there's no way that many Trollocs could remain unseen that close to Ebou Dar with the Eyeless cracking the whip.
