Semirhage wanted Tuon dead and so she brought trollocs into Ebou Dar to attack any Seanchan attempting to return to Ebou Dar. Trollocs are not smart enough to know the difference between Tylee Khirgan and Tuon. None of the other Chosen had motive to send trollocs into Ebou Dar except Semirhage. She wanted Tuon dead and she sent them.
