What's so special about Tylee's lieutenants? Why can't they be knocked off one or two at a time by the shadow's traditional assassins?

Tylee's force numbered in "the thousands upon thousands". To do what you're suggesting would require thousands of Trollocs. And if you're going to use that level of force, which can't be covered up and will warn the Seanchan of what they're facing and move them towards making a truce with Rand; then you'd be far better of going all the way and launching a major offensive aimed at taking Ebou Dar.
