My theory is, some Chosen wants to find out which way gate is still operational,given so many have been closed off. So the trollocs are sent in and where ever they come out, they would let the Chosen know. But since so many way gates are closed, the trollocs run out of food long time ago, until they finally find a working way gates. So they just comes out to feed.

So rather than Ebou Dar as the destination, the trollocs just try every way gate until they come out at Ebou Dar.
