Just because Graendal believes something doesn't mean it's true. That much was shown pretty blatantly in the prologue, since she was surprised at more than a few things. How could she be aware of what every Forsaken, much less the Nae'Blis, did every moment of every day, much less every day of every week?

That's just her best guess, and could be wrong just as simply as it could be right, as she believes.
