Shara isn't a bad option, because if he can command them, it will be a fearsome force. They have hundreds of female channelers and probably a huge army too. Still, I don't know how one of the Forsaken could ever get ANY nation to fight for the Shadow - and even if he amassed darkfriends, how big could his army really be? I find it difficult to believe that Demandred could amass more than a thousand darkfriends in the time that he had. Even if Demandred controls Murandy or the Borderlands, he can't possibly get those nations to fight for the Shadow IMO.
Why not? The dreams and mere presence of the Forsaken can negatively effect the populace. Just look at how Perrin saw rage on the faces of 1 out of 5 in Illian in TDR. Given time why couldn't Demandred and his henchman thoroughly corrupt a small nation like Murandy especially when the capital already has reputation as licentious and crime ridden?
Up to now, even ancient enemies have decided to put down past aggression for the Final Battle. We saw Galad convince the Whitecloaks to fight alongside the Aes Sedai, we saw Elayne's enemy nobles agree to help her when the time comes, and the Seanchan to help when it's time. The Aes Sedai even made alliances with male channelers for the sole reason of being able to make big mixed circles for the final battle.
Demandred will need to convince a whole army to fight alongside Trollocs and Myrddraal, to destroy the DR. It will be a huge feat, but I find it unlikely.
