And I think he also knows that Aviendha says Elayne can weave something larger than eight feet by eight feet if she used her full strength, which is more than 66% of the Gateway size Rand can achieve. And this is true when Elayne isn't at full potential, which means she's stronger than 66% of Rand's strength even by Shannow's rule of Gateways correlating to OP strength.
