On the contrary, 64 square feet is only 44% of 144 square feet, which is probably a truer reflection of Egwene's strength compared to Rand's.
Even at non-maximum strength, Elayne can make something larger than 64 square feet. Large enough that Aviendha detects a difference. Say that is as small as 8.5x8.5, even that is about 50% of Rand's strength, and this is when Elayne isn't at full potential. Since Aviendha says Elayne can make an 8x8 gateway with only a part of her strength, I'd say its more likely that with full strength she can make something like 9.5x9.5, which puts her at 62.67% of Rand's strength at that time.
All this, of course, is based on your idea that strength and Gateway size are connected. Asmodean says different, and Rand's Gateway size remaining the same since tFoH onwards supports what he has to say. Likely, 9.5x9.5, or whatever size gateway Elayne could make in tPoD is going to be her maximum. Like Lews Therin says, she has set her own limit, and gaining strength isn't going to change it.
