Moghedien is clearly weaker, but probably not by very much ... Her personality just highlights it. I very much doubt Lanfear is more than 5% stronger than the next strongest woman of the Forsaken and at most 15% stronger than Moghedien.
Scale looking something along these lines
Lanfear 100
Cyndane/Alivia 98
Graendal/Sharina 96
Nynaeve 94
Semirhage 93
Mesaana 91
Moghedien 87
With an Average strength AS (Verin) falling around a 28-30
Weakest AS (daigian or Siuan) strength around 15-20
Strongest AS (Moiraine) around 45-50
Obviously I'm talking effective Strength if you want to compare to men and look at Raw strength all of these numbers go down quite a bit ... I'd guess you'd have to take about 25-30% off of a Woman's effective strength to see how a she compares to a Man.
Lanfear would now be a 70-75 compared to Rand at 100 in Raw strength. Meaning Moiraine would be about a 35 to Rand at 100. Which squares fairly well to the various quotes. Linked it would take about 6 average women to match Rand. Egwene at about 55 Raw linked with Lelaine and Romanda would be in the range of Rand, or at least close enough to where she couldn't be certain of overpowering a male Forsaken. And the 13 weakest women in the Tower could also match Rand and then some in Raw strength. Clearly when you add in the effectiveness bonus it's a different ball game, but I don't think most of the AS realize this as they are so wrapped up in Strength and they haven't had to really think too much about matching up against men on a regular basis so the fall back on what they can easily recognize ... Power.
But even Moghedien, the most Strength obsessed of the Forsaken puts her own Power in the range of the men now that she has lost her fearfulness. Clearly she is talking about Effective Strength here, but it is telling that she is in company with 4 of the strongest Channelers alive and makes this statement.
