This is one instance where the characters are not acting logically in a way to best protect themselves. If it had been me, I would have stilled Semirhage immediately. She's too dangerous, even shielded. Remember how she convinced her captors to let her go when she was caught?

It's kind of like in a movie, when someone kills a villain and doesn't shoot him/her a few more times and doesn't pick up spare guns that are lying around and thus runs out of ammo later. I always want to shake the characters and tell them to think proactively.
