Nynaeve and Moghedien kept trying to sever themselves when they were fighting in Tanchico, and they were about the same strength. Now, Nynaeve might have done so in ignorance, but surely Moghedien would have known that severing Nynaeve would be impossible/very long for her to do, if that were the case.
People of similar strength can shield one another - we've seen it with Nynaeve/Moghedien, Nynaeve/Talaan and Rand/Lanfear. Stilling someone is merely a very sharp shield.
If that is so, why can't Moiraine still, say Sheriam? You stated that she would eb able to still only someone like Morghase!
In my original post I said that stilling requires a channeler capable of precision weaving i.e. razor sharp flows. There is no evidence that a channeler weaker than Egwene or Elayne can pull off such deft weaves (and there are many quotes available on this issue), and thus Moiraine couldn't either.
