In my original post I said that stilling requires a channeler capable of precision weaving i.e. razor sharp flows. There is no evidence that a channeler weaker than Egwene or Elayne can pull off such deft weaves (and there are many quotes available on this issue), and thus Moiraine couldn't either.
I'd like evidence that severing requires precision weaving. Not that I'm sure what precision weaving is either. Is this about that female-strength bit?
Also, are you saying there's no evidence that women weaker than Egwene or Elayne can sever channelers? 'Cause that'd be pretty ridiculous. Not only have the Tower been severing people long before channelers of the wondergirls' strength level came along, but if you count the illegal gentling of men following the Aiel War, you have typical pre-EotW strength women severing male channelers (typically stronger than the average women, to say nothing of 'Morgase or Sorilea'
and surely without a large circle - there is no way that you could gather, say, thirteen extremist Reds together outside the Tower any time you wanted to perform an illegal gentling.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.

Nynaeve does. Egwene did it solo in tDR. Rand did 3 at once in LoC, but men don't seem to know how

I think Egwene took longer because it was the first time. *NM*
